Visa Application Requirements (For Other Level 1 nationals)

Important note: With effect from 8 Dec 2014, the Singapore Embassy in Beijing and our Consulate-General offices in Chengdu, Guangzhou, Shanghai and Xiamen will cease to accept walk-in visa applications. Please submit your visa applications through our Authorised Visa Agents.

Level 1 nationals include nationals from Democratic People’s Republic of Korea, India, Georgia, Turkmenistan, Ukraine, Commonwealth Of Independent States (Armenia, Azerbaijan, Belarus, Kazakhstan, Kyrgyzstan, Moldova, Russia, Tajikistan, Uzbekistan), Holder Of Hong Kong Document Of Identity, Holder Of Macau Special Administrative Region (MSAR) Travel Permit.

Please produce the following documents in support of your application. Additional documents may be required when necessary.
  1. Passport and a photocopy of the applicant’s passport bio-data page must be furnished. At least 6 months’ validity (calculated from the date of arrival in Singapore) and one blank visa page.
     
  2. Form 14A: One set (Original) of duly completed form (in English) and signed by the applicant in person per application.
     
  3. Passport-sized coloured photographs: Two sets (one to be affixed onto the Form and the other for scanning purpose). The photograph must meet the following requirements:

    Size: 2 inch, coloured, against white background and taken within the last 3 months;

    Taken full face without headgear (unless the applicant habitually wears a headgear in accordance with his/her religious or racial custom but the headgear must not hide the applicant’s features).  

  4. Visa application fee:
    The visa processing fee of $30 Singapore dollar is non-refundable. Our Authorised Visa Agents will charge a service fee on top of the visa processing fee. With effect from 1 Feb 2017, all our agents in China will charge a fixed visa fee of RMB 300, which is inclusive of the visa processing fee and the service fee.   Please refer to our attached list of Authorised Visa Agents.
     
  5. In addition, application for social visa should also produce the following documents:
    If the applicant is employed, an original letter from the employer granting leave of absence and stating the duration of employment, designation and salary, is required. The letter must provide the name, address, telephone number(s) and fax number(s) of the company. The letter must also be stamped with the official stamp of the company.

    An applicant who is unemployed must produce documents eg. Certificate of bank deposit (original and photocopy), so as to reflect his/her actual economic capability. There is no minimum requirement on the amount of money needed on the certificate of bank deposit but the certificate issuance date must within 1 month of the visa submission date.
     
  6.  Original Form V39A (Letter of Introduction). 
    A completed Form V39A which may be issued by a local contact* in Singapore. If you cannot secure an LOI from a local contact, you may ask your Embassy for a LOI to support your visa application.

    * The local contact must be either a Singapore citizen (SC) or a Singapore permanent resident (PR) who is at least 21 years old with a SingPass/CorpPass account. If you are applying for an entry visa for business visit (attending business negotiations or discussions), the local contact must be acting on behalf of the Singapore-registered entity.
     
  7. In addition, application for business visa should also produce the following documents:

    (a) Business profile. One printout of the latest Singapore registered company’s business profile which is obtainable from the Accounting & Corporate Regulatory Authority (http://www.acra.gov.sg/). The printout date of the company’s business profile should not be dated more than 6 months from the day of submission. Applicant who is invited by Singapore government agencies, universities or are attending exhibition/conference/convention in Singapore are not required to produce Form V39A and business profile. The applicant however needs to present the original letter by the inviting organisation or event organiser addressed to the applicant. The invitation letter must be signed by the invitee of the organiser and addressed to the applicant (the full name as in passport).

    (b) Original Form V39A (Letter of Introduction) must also bear the address, telephone number, fax number, official stamp of the Singapore company and the NRIC number of it’s representative.

  8. Visa Submission/Collection Time:
    Please submit your visa applications through our Authorised Visa Agents. You will collect your visa directly from the Authorised Visa Agents once it is ready for collection.
     
  9. Visa Processing Time:
    Generally 3 working days (including the day of submission by Authorised Visa Agent).

Important Notices

  1. Incomplete forms and/or documents submitted may result in the application being rejected or the processing delayed.

  2. Every application for a visa, including the duration of the visa granted, will be considered on its own merits and subject to approval.

  3. Applicants should ensure that the visa applications are approved before they obtain their air ticket. We are not responsible for any financial loss in the event that the application is not successful.

  4. The visa issued is normally dated on the day when the application is submitted by the Authorised Visa Agent and the validity of the visa cannot be changed once issued. If the validity of the visa has lapsed, the applicant will need to submit a fresh application. Applicants are advised to check with our Authorised Visa Agents on the appropriate date to apply for the Singapore visa. Applicants should check the visa date of issue and the validity period carefully upon receiving the visa.

  5. Possession of a visa does not guarantee entry into Singapore. The granting of entry into Singapore is determined by the Immigration & Checkpoints Authority (ICA) officers at the point of entry. Visitors must also meet entry requirements such as holding a valid passport, sufficient funds for the period of stay in Singapore and confirmed onward/return air ticket (if applicable).

  6. The period of stay in Singapore will be decided by the ICA officer at the point of entry in Singapore. Applicants are advised to check their passports for the arrival endorsement and take note of the duration of stay given.

From the Singapore's Ministry of Foreign Affairs webpage, you can either provide a letter of invitation or proof of hotel reservation.

"For Social Visit (visiting friends, relatives and for tourism), the following are required:

The Letter of Introduction must be completed by your local sponsor who must be either Singapore citizen or Singapore permanent resident residing in Singapore at the time of application. A photocopy of your sponsor's Singapore Identity Card (both sides) is also required. Your sponsor must be at least 21 years of age and above;

Absent of any easily searchable memo or guidelines pertaining to getting an authenticated invitation letter, many Pinoys here in Singapore are left scratching their heads out of frustration as this new rule is making its way through. As many of you know by now, Pinoys traveling abroad (from the Philippines) as tourists are now being required to produce this ‘authenticated’ invitation letter.
For those of you who are not aware, it is a piece of document that basically states the traveler’s name and his/her sponsor’s details (the one ‘inviting’ the traveler). This document is ‘authenticated’ by the Philippine Embassy in the country of destination (in our case, Singapore) and must be sent to the traveler in the Philippines in its original form (no scan, photocopy, fax, etc). This is what he/she will then show to the Philippine Immigration officers before he/she is allowed to leave the country.
Now the problem with this new rule is that apparently, it is not being consistently implemented. Sometimes, they look for this and sometimes, they don’t. What?! Yes, onli in da pilipins. Sad thing is if they looked for it and you don’t have it, you can bid goodbye to your fun-filled weekend at Universal Studios Singapore along with your hard earned cash that you used to buy your airline ticket as most of the time, it is not refundable.
Ok, so you decided to just get this ‘authenticated’ invitation letter (even if you think it is a total nonsense) just to avoid any possible hassle and ask your friend in Singapore the favor of going to the embassy, paying $42.50 fee for the document, traveling from the embassy to Lucky Plaza to have it couriered and paying another $15 for LBC (coz you need to have the original), what does this document actually say? It helps to know so you and your friend will not run afoul with the law.
There is a template available at the Philippine Embassy in Singapore and it helps to have this information ready as it will save you time and will make your visit smoother (or less stressful, depends on how you look at it). Here’s how it reads:

SAMPLE INVITATION LETTER

I, Juan Dela Cruz, 30 years old, born on 1 January 1980 in Makati City, Filipino, Single, presently residing at Blk 100 Singapore Road #01-01, after being duly sworn to in accordance with law, hereby depose and say:
  1. That I am a holder of Philippine Passport No. AA1234567 issued in DFA Manila on 1 December 2009
  2. That I am employed with ABC Company Pte. Ltd as IT Engineer
  3. That I am inviting Maria Clara (name of invitee), 30 years old, my friend, for a visit here in Singapore
  4. That I will be responsible for all the expenses and accommodation of Maria Clara while she is in Singapore
  5. That I guarantee that she will not violate any laws of the Republic of Singapore
  6. That her visit is for tourism purposes only and she will not seek employment in Singapore and;
  7. That my address in the Philippines is 100 Daang Mapayapa St. Pasig City.

TIPS YOU CAN USE

Come early. Before 9am is good. Embassy opens at 9am but queue starts way earlier than that. You can come at around 8:30am to avoid long queue. If you see lots of people outside, don’t worry; the queue for authentication letters is different and usually shorter in the morning. Embassy is closed Friday and Saturday.
Bring coins. Lots of it. At the Philippine Embassy in Singapore, photocopying machine is like a vendo. You wanna photocopy, you insert 30cents. Doesn’t accept bills though so make sure you have lots of coins, just in case you need it.
Bring a pen. There’s none provided at the Embassy so it would be best if you bring your own pen.
Bring your passport (original and photocopy). Last time we checked, they only require an applicant to show a valid passport to get an authenticated invitation letter. Just to be sure, bring your IC as well. Have it photocopied before going there. It saves you 1 less queuing time (in the photocopying machine).
Bring cash. They don’t accept NETS or Credit Card. They only accept cash. Fee is $42.50. Make sure you have enough with you.
Bring an iPod or newspaper or anything that can use to fight boredom. Getting any document from the Embassy definitely involves waiting, it just depends how long. Bring anything that can help you fight boredom.

TYPICAL PROCESS

  • Upon arrival at the Embassy, proceed to Window 5 (Notarials and Authentication)
  • They will give you the blank Affidavit and you will have to fill it up with necessary details (sample above). Other than the names and addresses, rest of the things can’t be changed like your guarantee that your friend will not seek employment, etc.
  • Once completed, go back to Window 5 and together with the photocopy of your passport, have it checked. They will then ask you to proceed to the cashier.
  • Pay $42.50 at the Cashier (cash)
  • Get the receipt and go back to Window 5.
  • They will ask you to wait as they do the ‘authentication’ process. They will sign, dry seal and record your document.
  • Wait for your name to be called (this is where your iPod or magazine is useful)
  • Once your name is called, get the document. You’re done!
  • Leave the embassy and have it couriered to your friend.
