After getting hired, S/E/Q1 Pass Processing in Singapore.

Your Company will process your S/E or Q1 Pass application in Ministry of Manpower (MOM).

However, your company will ask you to submit to them photocopies of your employment certificates, transcript of records, diploma, etc. just bring the originals in the case they would need to counter verify.

Big companies would have online application in MOM, others, they do manual submission (via post mail) to MOM.

Some smaller companies, especially those who do not hire foreigners so often do not know what to do or how to apply for a Working pass.

You can ask your employer if they have already submitted your Working pass to MOM.

After submission, it normally takes three weeks for it to be approved. Note that it may shorter or maybe longer than that.

What to do while waiting for your S/E or Q1 Pass approval in Singapore?


Some stay and wait in Singapore happily touring the island before entering their work. For others, because of the high cost of living in Singapore they choose to go back to the Philippines for the mean time.

You can return back home to the Philippines but be sure to inform your employer about your plan in order for them to know how to reach you (via email or phone).

The only drawback of this is that when you return back to Singapore you have to get your two-way ticket again as a tourist. 

You might think why you need to have a two-way ticket in returning back to Singapore.

The answer is that you are an undocumented Overseas Filipino Worker. Your Passport does not have that stamp that says "Multiple entry clearance to Singapore" and you are not yet an OWWA member.

The only way Philippine Immigration will let you pass beyond their gate with a one-way ticket is if you are an OWWA member and has the proof that you are working abroad (e.g. S/E/Q1 Pass ID).

You might think of showing your EPEC or In-principle Letter along with your one way ticket just to get pass the Philippine Immigration. As previously mentioned never gamble so that your flight won’t leave you behind.

The Philippine Immigration officer will ask you for your OWWA membership, OEC, and other documents if you will try to show a one way ticket along with your EPEC or In-principle.

What is OWWA and how to apply for it? 
 
After getting you Working pass, of course you’ll first report to your work. You can apply your OWWA membership on your free time or make a time for it.

After OWWA membership, do you need to apply for an OEC?


OEC stands for Overseas Employment Certificate. If you are an OWWA member, you are entitled for a free terminal and tourist fee in the Philippine Airport when you return back to Singapore.

For the OEC, you are not required to avail this. You only need this if you have plans to return home to the Philippines or if you are about to leave Singapore for a vacation. To avail an OEC you must have a Plane Ticket as a proof.
There are two Types OEC:
  • One time OEC with the white color.
  • Multiple OEC with the color of light green

The One Time OEC can only be used once and only at the time of your flight of your return to the Philippines.

The Multiple OEC, this is valid for the next six (6) months, this is recommended if you are planning to return home within the span of six (6) months.
