What is “Authenticated” TOR/ Diploma?
When you apply for your TOR/Diploma on your respective alma mater, please inform them that it should be CHED authenticated. You’ll need to pay a corresponding fee for it. No need for DFA authentication though. Your documents need an authentication so that it would not be mistaken that it came from Recto.
Sometimes "Certified True Copy" of TOR/Diploma is enough. However it is recommended that it should be "Authenticated" and not just "certified true copy" to avoid hassle.

Do you need to bring a laptop?
I would strongly recommend bringing one, if you have no plan to buy. Singapore has got a lot of free wireless signal all around the island. Even your next door neighbor would probably have an unsecured wireless signal.
Is it possible to bring utilities or file storage?
It is recommended to put your files in a USB Flash Storage device, hard disk or memory card and not in a CD. It might be mistaken as a pirated CD.

Bringing laptop is perfectly fine. They will no check your laptop because it’s a personal thing unlike traveling to the U.S. where they check the operating system of your laptop.
Although in X-ray machine in Airports, they’ll ask you if you have a laptop especially when your bag looks have one. Don't be afraid because it’s a normal scenario. You need to separate your laptop from the rest of your things on your bag in order for the X-ray technician to easily distinguish the items inside your bag.
